There are some ebikes that do not have pedals at all and rely on the power of the motor exclusively. Although these are described as ebikes in most cases classifying them as scooters would seem to be a better description.

It is also worth noting that an ebike that does not have pedals is likely to fall into a different category from a legal viewpoint. This will mean, in some regions at least, that you may not be able to ride these machines without a driving licence and insurance etc.
